General Information regarding NWICA's
Request for Proposal Process
1. In a effort to provide the highest
quality of direct services to low income,
elderly, and disabled individuals and families
in the Northwest Indiana counties of Jasper,
Lake, Newton, Porter, Pulaski, and Starke,
Northwest Indiana Community Action Corporation
(NWICA) elects to conduct a Request of Proposal
process. This process is designed to
solicit a sufficient number of qualified vendors
to provide these services. This is a
consolidated Request for Proposal (RFP) for
direct services by the services unit.
Any applicant may select as many services as
they wish. Any contract that results
from a successful RFP will be in effect from
July 1, 2008 -- June 30, 2010, pending funding
availability.
The following schedule will be
observed in processing the RFP's:
March
3, 2008 - RFP proposal available
March
10, 2008 - Technical Assistance Workshop
April 4, 2008 - Final day to submit RFP
May
27, 2008 - Proposed contract presented to NWICA
Board
June
2, 2008 - Contract Awarded
July
1, 2008 - Contract period begins
The following
deadlines will be observed through the remainder
of the contract period for vendors seeking
approval after the initial process:

Following the
January 1, 2010 contract start date,
potential vendors will be invited to
participate in the proposal process for the
2010—2012 contract period. No proposals for
the 2008—2010 contract period will be
accepted after October 2, 2009 without prior
approval of the Executive Director and the
appropriate Department Director.
2.
Applicants must submit the original
and 3 additional copies of the proposal.
3.
Proposals and all attachments should
be UNBOUND. Applicants may clip
individual copies of the proposal together
or place them in a file folder.
4.
Incomplete or
unsigned proposals will be returned.
Applicants are welcome to submit corrected
proposals for the next deadline.
NWICA is
currently accepting proposals for the following

(The Proposal
Packets contain 5 documents. The first document
is the actual proposal packet to be completed
and submitted by the applicant. The remaining
documents in the packet are the tools which
NWICA will use to evaluate each proposal.)

Technical
Assistance Workshops will be conducted at
NWICA’s main office located at 5240 Fountain
Drive on Monday, March 10, 2008. The schedule

Applicants with specific
questions regarding a proposal or the proposal
process, should submit questions in writing by
5pm on Friday, March 7, 2008. Submissions
should include the name of the inquirer, the
name of the organization, the service for which
the organization is applying, the specific
information requested, and a telephone number
and email address for follow up.
