Help for FamiliesFamily Development Program The Family Development Program is a service designed to assist Section 8 Voucher Participants and other Low-Income families on the path to self-sufficiency. The program helps identify family strengths, desires and needs with an NWICA Family Development Specialist working with families to set goals through an assessment process. Participants learn on how to use their strengths to fulfill desires and accomplish their goals. This guided self-improvement helps families to move toward financial stability.
